

Keith Ludeman
Chairman, HS1 Ltd
Keith is an experienced Non-Executive Director and Chairperson, with a strong industrial and commercial background.
He was appointed to the HS1 Ltd Board as Chairman designate in April 2018, having previously joined the Board as a Non-Executive Director in September 2018.
Keith is currently Chairman at London Luton Airport and Bristol Water PLC, as well as Chairman of the Board of Trustees of the London Transport Museum and Senior Independent Director of Eversholt Rail Group. He was previously Chairman of Aspin Group, TXM Plant and the Association of Train Operating Companies, and was also a Non-Executive Director of Interserve PLC.
He is a fellow of the Institute of Logistics and Transport and a fellow of the Institute of Railway Operators.
Keith was previously Group CEO of Go-Ahead Group and played a key role in introducing Southeastern high-speed services to HS1.
Keith began his career in transport by gaining experience with Greater Manchester Transport, Hong Kong Government, MVA and Burnley and Pendle Transport, before assuming Managing Director roles at London General Transport and later at Thameslink and Thames Trains.

Dyan Perry
Chief Executive Officer, HS1 Ltd
Prior to joining HS1, Dyan was the Chief Operating Officer at Govia Thameslink Railway.
Dyan has worked in several Senior Director roles at Network Rail including Route Managing Director of the West Coast Main Line and Director of Operations. She has over 30 years’ experience in the rail industry.
Dyan has a Masters in Transport and Logistics from Salford University and is a member of the Chartered Institute for Marketing and Fellow of the Institute of Leadership and Management. She is also a qualified Executive Coach.
Dyan has extensive experience in the Boardroom having sat on the Board of an NHS Trust for 5 years, been a Trustee for the Railway Children registered charity, and been a member of the British Transport Police Authority and the Advisory Panel to Crossrail. Dyan is currently NED for East West Railway, a Trustee for Women in Rail and Chair of NSAR.
Originally from Wiltshire, Dyan has three children and enjoys cycling, running, extreme walking and travel. Dyan is an active mentor and coach and is passionate about helping people develop their leadership skills.

Mark Farrer
Chief Financial Officer, HS1 Ltd
Mark is an experienced financial professional with over 20 years of experience in treasury management and commercial finance.
Mark joined HS1 Ltd in 2015 as Group Financial Controller and was promoted to his current role in 2017. As Chief Financial Officer Mark is responsible for the organisational oversight of Finance, Procurement and Legal teams.
Prior to HS1 Ltd, Mark spent over 10 years at Diageo working in London, Budapest, Singapore and Hong Kong in a range of finance roles including Treasury, Financial Planning and Commercial Finance.
Mark has a degree in Economics from the University of Edinburgh, qualified as a Chartered Accountant with Deloitte in 2004 and is a Fellow of the Association of Corporate Treasurers.

Wendy Spinks
Commercial Director, HS1 Ltd
Wendy is a senior commercial professional with over 20 years’ experience representing retail and commercial activities throughout major infrastructure/ transportation hubs.
As Commercial Director for HS1 Ltd, Wendy works closely with train operating companies, local stakeholders to each of the stations (St Pancras, Ebbsfleet, Stratford and Ashford) and leads the strategy for the commercial property and retail ventures.
Alongside her role, Wendy sits as Chair of Urban Partners, a voluntary business partnership for the Euston, King’s Cross and St Pancras area, as well Chair of Camden Business Board.
Before joining HS1 Ltd in 2010, Wendy spent ten years working for BAA at Heathrow, overseeing retail operations for all five terminals, including the retail readiness for the Terminal 5 opening.

Richard Thorp
Engineering Director, HS1 Ltd
Richard is a Chartered Engineer, with over 25 years’ experience in developing asset management capabilities for both UK main-line and high-speed railways. Responsible for providing client leadership to HS1’s supply chain, fulfilling the Asset Stewardship objectives in the concession agreement and ensuring that HS1 Ltd continues to deliver a world class asset for HS1’s customers.
Richard has previously worked as an Infrastructure Maintenance Delivery Manager for Network Rail, leading a multi-disciplined team on a busy part of the network, as well as Head of Signalling Control and Communications Engineering, Route Asset Manager (Signals) and Route Asset Systems and Integration Manager at Network Rail - leading the development of a combined asset management plan for Anglia route.
Richard is a currently a Director of the High-Speed Rail Group, promoting a world-class High-Speed rail network in the UK, and is also an active mentor. Living in Kent with his wife and two children, he enjoys playing the guitar, listening to music and cycling, regularly taking part in events and adventures.

Mattias Bjornfors
Strategy and Regulation Director, HS1 Ltd
Mattias is a regulatory economist with more than 18 years experience in UK regulated industries.
Mattias joined HS1 in January 2023. As Strategy and Regulation Director he is responsible for the regulatory and rail business development teams, including developing and shaping the strategic direction of the regulatory business to maximise opportunities for growth. Before joining HS1 Mattias was head of regulation at Gatwick Airport, helping guide regulation of the airport under independent ownership following the breakup of BAA. Prior to Gatwick, Mattias held roles in the energy sector, including EdF Energy and Ofgem.
Mattias holds a degree in Financial Economics from the University of St Andrews.
